- Scope of Work: After Wilmington Mayor James M. Baker took office in 2001, he contacted StudioJAED Principal James R. Nelson, FAIA, NCARB, to assist in creating the new Planning and Development Advisory Council and producing a Citywide Master Plan to advise the administration on the city’s future growth and development. Mr. Nelson, in conjunction with fellow architects Charles Weymouth, RA, and James A. Tevebaugh, AIA, were asked to develop the Master Plan to outline future growth and development of Wilmington’s neighborhoods, downtown district and Riverfront. The Visions for the City of Wilmington plan included the design of an academy-style high school, a fixed rail trolley and train, boat docks, housing, an athletic facility and other forms of mass transit. The Master Plan addresses issues of pollution, historic preservation, infrastructure needs and more. Mr. Nelson worked with his colleagues for nearly two years on the Master Plan. “I am very excited to have the assistance and advice of a multi-talented council that will help us move Wilmington appropriately into the future,” Mayor Baker said.
